Property Rights

     During the 2006 and 2007 General Assembly Sessions, Senator Kittleman has sponsored a constitutional amendment that would have protected private property from the government's use of eminent domain for economic development purposes.  Sadly, the Democrats in the State Senate refused to allow a vote on the constitutional amendment.  Therefore, unless the Democrats allow for a vote, the citizens of Maryland will not have the opportunity to vote on whether to allow condemnation of private property for economic development purposes.

 

Election Law

     Senator Kittleman strongly supported requiring a voter verified paper trail for all voting machines in Maryland.  Legislation requiring a voter verified paper trail was enacted by the General Assembly in the 2007 Session. 

     Senator Kittleman has sponsored legislation requiring voters to show a photo ID before being allowed to vote.  Unfortunately, the Chairman of the Senate Education, Health and Environmental Affairs Committee has never allowed the legislation to come to a vote in committee.

     Senator Kittleman sponsored an amendment on the Senate floor that would have required some type of identification when a person votes.  The Democrat majority voted overwhelmly against the amendment.

    

Fiscal Responsibility

   Senator Kittleman worked with Governor Ehrlich to convert a $1.8 billion budget deficit to a $2 billion budget surplus over 4 years without raising taxes.

     Senator Kittleman supports efforts to streamline state government.

     In 2005, Senator Kittleman voted against the Carroll County Commissioners' request to enact a transfer tax in Carroll County.

     To reduce the $1.5 billion structural budget deficit, Senator Kittleman advocates for less spending.  He supports the Senate GOP Caucus' position that next year's budget be level funded ensuring that no areas be cut from the previous year.  By reigning in spending, the State can solve the deficit problem without new taxes or increasing current taxes.

    

Education

     Senator Kittleman supported Governor Ehrlich's school construction funding, the largest amount in Maryland history.

      Senator Kittleman has sponsored legislation to eliminate the requirement that the public schools use the prevailing wage for school construction.  Due to the previaling wage requirement, many local jurisdictions spend millions of dollars more to build schools.  Carroll County Public Schools would save approximately $2 million dollars per year if they did not have to use the prevailing wage when building their schools.

 

Public Safety and Safer Neighborhoods

    Senator Kittleman strongly supported Jessica's Law which was enacted by the legislature in the 2007 General Assembly Session.

 

Health and the Environment

     Senator Kittleman continues to fight for meaningful medical malpractice reform.  In 2004, he opposed the Democrats 2% tax on Health Maintenance Organizations [HMOs].  A tax that was ultimately passed on to patients.

     Senator Kittleman has supported legislation to significantly reduce polluntants in the Chesapeake Bay.

 

Commerce

     Awarded the National Federation of Independent Business [NFIB] "Guardians of Business" Award.

     Achieved a greater than 90% rating from Maryland Business for Responsive Government [MBRG].

     Endorsed by the Maryland Chamber Political Action Committee.

Bob Kittleman Scholarship Fund

When Senator Robert Kittleman passed away on September 11, 2004, he left a legacy of public service from the Civil Rights Movement in the 1950s and 1960s to the 22 years he served in the Maryland General Assembly.

Senator Kittleman worked to ensure that all Marylanders would have an opportunity to get an excellent education.  He said that "education is the great equalizer."  Senator Kittleman recognized that regardless of your income level, race, sex or ethnicity, with an education, every person can determine his or her destiny. 

It is for this reason that the Kittleman family formed the Bob Kittleman Scholarship Fund.  Please consider contributing to the Fund to help students get an opportunity to further their education.
