     Worked with Governor Ehrlich to convert a $1.8 billion budget deficit to a $2 billion budget surplus over 4 years without raising taxes.

     Supported Governor Ehrlich's efforts to streamlin state government by reducing the state workforce by 7%.

     Voted against the County Commissioners' request to enact a transfer tax in Carroll County.

         Sponsored a constitutional amendment that would have protected private property from the government's use of eminent domain for economic development purposes.  Sadly, the Democrats in the State Senate refused to allow a vote on the constitutional amendment.  Therefore, the citizens of Maryland will not have the opportunity to vote on whether to allow condemnation of private property for economic development purposes.

         I strongly supported requiring a voter verified paper trail for all voting machines in Maryland.

         I sponsored legislation requiring voters to show a photo ID before being allowed to vote.

         I was the Senate Republican floor leader on the election bills and the efforts to prevent the Democrats from overriding Governor Ehrlich's vetos.

         Supported Governor Ehrlich's school construction funding, the largest amount in Maryland history.

          Voted for Governor Ehrlich's plan to freeze/cap tuition increases at Maryland State Colleges and Universities.

     Supported the Maryland Department of Education's efforts to takeover 11 failing Baltimore City public secondary schools.  Unfortunately, the Democrat monopoly put politics over the children of Baltimore City by enacting legislation to block the takeover.

    Supported sex offender registry and mandatory minimum sentences to toughen child sex offender laws.

    Fought for meaningful medical malpractice reform and opposed the Democrats 2% tax on Health Maintenance Organizations [HMOs].  A tax that was ultimately passed on to patients.

         Supported legislation to significantly reduce polluntants in the Chesapeake Bay.
